Dark line in under neck

Asked for Male, 32 Years

I can see two dark patches below my front neck. It is not going around the neck like a circle, it is only in front of the neck. Its look like a soft tissue / fat just about 3 cm height. Above and below the tissue i cant feel the fat. Is it because of harmones issue (fine stride - using for last 7 yrs) or symptoms of any diseases like diabetes.
