Cough & cold exists
Cough & cold exists in my body every time. And also nasal choke. Recently when I approached a local doctor he told that some muscle or something has grown inside the nose causing nasal choke and this requires surgery for removal. But I heard that it will again start after surgery after some days. Suggest

based on what you are saying and what the doctor has told, it could be a nasal polyp.
yes it requires surgery.
it's false that it can re occur.
kindly consult a ENT Specialist for further help.
