Constantly ringing sound in left ear
From last 4 years there is a constant ringing sound in my left ear which effect hearing badly.from past past few years I am not suffering from cough and cold.

That sound is known as Tinnitus which is a sign of progressive deafness! Your deafness may not be in the speech frequencies, so you may be able to discern speech at the present but the tinnitus may be pointing to deafness in high frequencies. This can also be seen in early Noise-Induced Hearing Loss.
Next Steps
First meet an ENT Surgeon to check if the ear canal is clean and free of obstructing wax or debris. Then meet a good Audiologist(as recommended by your ENT Surgeon) and get Pure Tone Audiometry and Impedance Audiometry done. This will confirm the diagnosis. If the report points towards Tinnitus due to High Frequency Sensorineural Deafness, you could go in for a good hearing aid to amplify the deaf frequencies to drown out the tinnitus or you could go in for Tinnitus Retraining Therapy as advised by your audiologist.
