Constant itching but no pain over the ar

Asked for Male, 18 Years

I have been having an irritability only over my penis and scrotum for around 10 days. Some small types of lumps are present over the scortum and penis, it's not paining but it's itching terribly. I am quite sure that it's not any kind of STD because I don't have any sex partner. The moment I start itching the more it itches I m quiet upset of these. Please tell me if it is a major problem or miner.
