Constant coughing and phlegm.

Asked for Male, 15 Years

I've been having a problem of constant coughing of phlegm for almost 2&1/2 years.It persists even during summers and i can't get rid of it.I consulted my doctor and he recommended for removal of tonsils. I am really clueless and i need help.
