Hi.. It depends on the case, many times braces are fixed first so extraction becomes easy. Or in some cases it is necessary to extract teeth first and then fix braces. It completely depends upon the orthodontist who takes a call about the extraction whether it has to be done before treatment or during the course of treatment.In some conditions orthodontist feels Patient doesn’t require extraction ....but during the course of treatment he might feel the patient might require extraction....when is the extraction done doesn’t affect the treatment outcome much.

1. Assessment of your condition 2. Investigations with radiography 3. Impression taking for diagnostic model 4. Positioning of the tooth if out of allignment 5. Braces/ extraction will decided henceforth with the above mentioned steps. All cases doesn't require extractions,  braces can be started or else vice versa.  Depends on the stage of your condition.
