Keep baby covered well, use cap, socks and gloves. If possible use room heater with humidifier. Try to record temperature. Feed her at 2hourly intervals. If situation doesn't improve, do consult.

Hello!!
If hands and feet are not covered properly by clothes and socks they fall cold in infants easily in cold weather so to prevent cold stress
Covered them properly
Peripheral are cold and warm trunk indicates baby is in cold stress
So no worry about that just keep the baby warm
You can make the room hot by safe room heater
