Cloudy substance on eye
Back when I was 10 I tore, what I was told,the sixth eye muscle. The muscles that move the eye in all directions. I have had 2 surgeries to try and correct this double vision I have now. Those surgeries, to what I believe, invoked moving one of the other muscles slightly over to fill the missing role. Now, at 26 I am experiencing a slight discomfort puffiness feeling around it i am unsure if it is just scar tissue that I shouldn't be worried about or if it is something I should be worried about and have surgery doe to clean it up. It does look and feel different than normal eye boogers.ine is the right eye with the abnormality and one is the health one to show the difference. I do have contacts in.

The pictures aren't very clear but my guess would be that your problem is unrelated to the surgery u had previously. This must be an simple ocular surface inflammation like episcleritis or conjunctivitis, which is easily treated. U need to consult an ophthalmologist to be sure though.
