It seems to be conjunctivitis please do cold compresses and wash the eyes with freshwater frequently.
Put antibiotics eye drops 2hrly e.g. moxifloxacin
And
Put antibiotics eye ointment e.g. ocupol at bed time

The tear ducts may not b open .. show to an ophthalmologist; better to an Oculoplasty specialist .. May need probing .. till then use Tobramycin drops for 3 times per day
