My son is 21 months old he has not started talking.sometimes he seems to understand my instruction sometime not. He can eat on his own if i offer him biscuit.he try to fèed me also.he undestand when i say no to anything he does.but sometimes he doesnt respond to his name sometimes does so i am not sure if he is just lazy or there is some other issue.

It doesn't seems to be normal. You should first consult pediatrician. I feel it's Attention deficit disorder. In this children are not over active. These symptoms are seen in youger age. But you should consult with pediatrician & confirm the dignosis. He is not talking at all? If he is talking small words then it's fine. Some children's talk late also.
