Chest pain. The pain or vice versa?

Friend having left chest pain from 4 month which is not heavy.It is different pain some time it happens some time not. Some time feels tight ness , sometime pain while pressing and feels heaviness and also feels that no control on left side. Sometimes happens in left hand too. Get done ECG 4 time which is normal. Tmt and echo get done 3 month before which was normal. But still feel pain should do tmt echo again?? Also have high bp 140/90. Colstrol is good and do not smoke, no overweight. Then wht is the reason of high bp. Does high bp cause the pain or vice versa?? Also get done vitamin de test which was 21.7 low. Doctor says that vitamin d might effect on whole body not only chest. He is very upset always feels it is heart problem. Not sure to whom consult next Should consult neurologist Or cardio Or physician. Please help.
