Since there is bleeding from the site of the scratch and since it is likely to be a stray cat. It is advisable to take a TT injections and get the rabies vaccine.

Just wash the affected area with water n soap....
Give him a Homoeopathy medicine.... Ledum Pal 30 2pills 3times a day.... for a week.
He shall be fine soon.
