If some one has blood glucose level of above 300 so when should they need to take insulin like can they take @morning

Yes Different timings of insulin as per the type of insulin . Timings of Insulin few are given half an hour before meals Few are give just before meals Few are given at bedtime.. So actually it depends what type of insulin is given by treating physician
