Can UVB penetrate through dead skin

Asked for Male, 27 Years

I am suffering from a condition in which excess skin produced over my lips . So my dermatologist suggested me to go for a photo therapy. I have a doubt that came to my mind. Does the UVB light can penetrate through the thick layer of dead skin ? . I have attached a picture of my condition. I will contact that doctor whose answer i found helpful . Thanks
