Bulge below chin

Asked for Male, 20 Years

I have a medium sized bulge between my chin and neck.It started as a small sized pimple sized structure but now grown big.When broken white coloured fluid comes out of it.It does pain while moving or touching.Earlier I used to have similarly in my chest which remains bulgy for about a week and goes away.Unlike pimples there is a bulge inside and outside the skin.
