Beta Hcg can be low in early pregnancy?

Hi, my sisters beta hcg is 15 and her ultrasound scan shows early pregnancy but cant determine where. Doctor said it can be tubular and around 3 weeks. Can she be pregnant and have such low hcg hormone?
