Beta hcg and pregnancy

Hi ..i m 14days late on my periods..i never had irregular periods..i had a home urine test for pregnancy it came negative..so i did serum beta hcg test it showed 188.4mIu then again i did urine test it again came negative..am i pregnant or not ?
