Small stone may not be causing any symptoms of lower urinary tract but bladder neck obstruction may cause decrease in flow and congestion of veins(cystitis).
Get a uroflowmery test done to assess flow rates as well.
Urimax/flow max assistance may be required to decrease outflow obstruction.
In severe cases endoscopic operation may be considered.consult a urologist in the locality
