But she s not even trying to roll over from back to her sides. I am worried as everyone says she should have rolled by now. How can I help her to roll over?

Hi! Your Baby girl is doing developmentally perfect. Nothing to worry. At 4 months they try to roll over from tummy to back and only at 5-6 months they roll from back to tummy and in both directions. Holding up neck for long is the normal milestones for her age which she is doing.
Next Steps
Normal development. Nothing to worry
