Noisy breathing can be because of nose block, and chest congestion. Cloff is safe in 8 months old but it is usually given infection. If your baby is not having fever and difficulty in breathing she might not need any antibiotic. She just need good  expectorant cough syrup. You can give nebulization, it will help to relieve chest congestion.
