I had imbalance and dizziness with popping and cracking sensations in neck i took xray what could be the problem could i have cervical instability

May be radiculopathy means nerve compression.  Needs further evaluation.

Instability can't be diagnosed on static x-rays and is less likely. Cervical myelopathy / cervical spondylosis with radiculopathy or disc herniation might be the cause of your symptoms. Get thorough examination from an orthopedician.
Next Steps
if not relieved with medications and progressive symptoms get mri .
