Vitamin D deficiency

Dear doctor, My daughters vitamin D is as low as 8. She is fair skinned and probe for freckles so she uses sunscreen only onnthe face. Though she has fortified drinks and D rich food she is not exposed to direct sunlight since she leaves at 7 and comes back by 4:30 and vehicles and school ate air conditioned. Playgrounds are covered by solar panels. She is right now on a vitamin d course. When we requested the school to let the children get exposed to sunlight for 15 mins everyday, they said we can let the children play in the sun on weekends. We stay in chennai. Is sun exposure on weekends enough? What is the safest and best time snd how long should she stay in the sun? Thank you!
