No. An 8 cm size uterus whether in Trans abdominal scan or Transvaginal scan is a non pregnant uterus.

The uterus size of 8 weeks is the size of the uterus in a non pregnant state. So, it is likely that the pregnancy hasn't progressed to the 23 weeks size or the dates were wrong (especially if you have had irregular periods).
