Definitely!!! Impacted tooth and decayed specially can cause pain. Upper tooth can even lead to headache at times. You need to get it removed of the pain is soo much. Warm salt water gargle and betadine gargle can help but temporarily. Even if i give you prescription it can help but the pain might come back so better to get the wisdom tooth extracted.
Next Steps
see your doctor and get your xray done

Impacted wisdom tooth can cause pain in ear, eye, neck and lymphnode enlargement. Warm saline gargle can relieve pain temporarily. Get xray  of tooth  done, based on the xray, tooth has to be removed or flap overlying tooth has to be removed to fasten tooth eruption. Take antibiotics and analgesics as per consultation.
