If The x-ray report says it is an old healed fracture then it must have healed. Depends on the location of fracture and the part of the bone

Also depends upon how anatomical the fracture has been reduced. In case surgery has been performed and fixation is good then patient can move the shoulder .

Any fracture if not disturbed should heal by 6 weeks. But if fracture fixation or stabilization is inadequate or poor, then its a different story. Physical examination and then Radiological findings are the factors to decide union of fracture
