Shoulder dislocation issu

Yes..at some points it is paining..and the pain is periodic..it is like for a second and then after some duration..and im not able to move my shoulder properly and it is paining while trying to make any shoulder movement..right i want to know whether it is possible to fix it without surgery or not?
