You'll need an xray to confirm the position of the tooth. In some cases the tooth is tilted or there isn't sufficient space for the tooth to erupt. If it is so getting the tooth removed is the best option. On the other hand if there is sufficient space for the tooth to erupt you can take meds for symptomatic relief. If need be, you can undergo surgical removal of the gums overlapping the tooth. For now warm saline rinses and an analgesic like Tab.Enzoflam (if you aren't allergic to any medicines) would suffice.

The only permanent solution is extraction of the offending tooth. Waiting for the symptoms to subside or depending upon the medications can only provide temporary relief but not cure the problem and symptoms are bound to reappear, as you have already experienced. Please get a proper clinical evaluation done and an x-ray so that the treatment can be planned as soon as possible. Regards.
