Rashes/marks on her left arms

She had been having a rough rashes or marks on her left arms since couple of weeks now . It was started with some red spots with itching as if something has bitten her arms (we though mosquitoes) so put the after mosquitoes bite cream for 2-3 days then red spots gone but could see some rough with dots dots marks on two places on her arms . What could it be and how to clean this up ?
