Pain in calf muscle in both legs

My husband having very tending pain in calf muscles between knee and ankle in both legs from last 5 years..no any other health issue.his professional is on fieldwork.please tell whom do I consult and what precaution and treatment should be taken??

Need more information on the type and location of pain. Is it on the back side of knee to ankle or towards the inner side of the leg? Does it increase on walking for sometime and so severe on walking for sometime that he needs to take rest? Or constant throughout? Does the pain shoot from buttock till ankle OT just from knee to ankle? Does the patient smoke?
