Pain in back side of pain

Hi I feel pain in back side of head, mostly when I speak much, expose head to cold wind, or climate is cool. sometimes, it propagate to neck, shoulder. If I sleep by facing towards up(back of head on pillow), it causes pain. I have long time sinus issue too, morning time headache and thick transparent gelly like thing come from nose to mouth. Please let me know any test and which doctor I should consult. Please advise. Thanks you
