New moles, many spots

I have many small red spots on my body. Some are obvious and some are minute. I have two black moles on my face, both came around last year. I'm seeing another emerging mole on my face. I have a protruding mole on near my ankle. It was a flat mole when I was a kid. It's been protruding for the past 5-6 years. It falls off and grows back. Are any of these moles concerning? Why am I getting new moles? What are these red spots, are they moles?
