In your x-ray, I can see that there’s loss of cervical spine lordosis which is associated with inflammation around the nerves of the neck region.
The most likely diagnosis for neck pain + dizziness is cervicogenic dizziness.
There are no established causes yet but one reason could be the proprioreceptors of the neck not relaying properly to the balance receptors of the brain due to inflammation & swelling the area.
