Joint pain

My sister 18 yrs has been having pain in many joints. We went to a doctor there they asked for a blood test. The results are anti ccp negative, rf negative and aso titre positive and the value is 208. What does it mean? Is it rheumatoid arthritis for sure? If that is the case then how to treat it?
