If you are suffering from Hydrocele,  then you should go for Ultrasound Scrotum,  which will give information about,  How much fluid is collected in Scrotum. After taking your report, just consult a General surgeon which will further guide you,  that the fluid accumulated is sufficient to drain by minor Surgical procedure under local anaesthesia or it can be treated conservatively. So kindly get your scan done first and seek a good General surgeon in your area, otherwise it would be 2 visits,  one for Ultrasound and second for treatment.
