You don't need surgery You just need intrarticular injection and good physiotherapy

At 60, you should go for operation if there is immense pain in you shoulder. If you do not undergo decompression then, an arthritic acromion may damage the underlying rotator cuff with subsequent tear. My choice for you will be: Subacromial decompression with acromioclavicular excision and debridement.
Next Steps
You can also get a intrarticular depoprednisolone injection into account joint. This may delay or substitute surgery in selected cases.
Health Tips
Share MRI or x-rays.
