Trisomy 21 or Downs Syndrome results from an extra chromosome in the baby which presents with heart defects and mental retardation in the child. Your wife's test falls in the high risk ( high chance) of down's syndrome category. These tests help us to do amniocentesis for only those who are having a high chance of t21 instead of doing the test for everyone. These tests are based on an algorithm which take multiple factors into account, most important being the mother's age. If she is above 35, the test is likely to show her as high risk in each Pregnancy...so we should look at everything before termination.if you are very concerned, and are thinking of terminating, then go for amniocentesis.
