Treat the patient and not the MRI. Treatment depends on the extent of clinical symptoms. Neck Disc bulges are significant and may need to be operated if there is compression of nerves and resulting numbness/ pain in the hands. If not better to manage conservatively. Neck pain perse might be due to small joints of the neck called facet joints or muscles of the neck etc. Hence consult a pain consultant or spine surgeon for a thorough clinical examination.
