Cervical incompetence is a condition in which cervix is shortened and hence may lead to preterm delivery of premature baby, that happened in your case. The treatment for cervical incompetence is cervical cerclage which your gynaecologist tried, but it cannot be done in case of pprom I.e. in case of rupture of membranes. Your treating doctor was right on her part on not doing cervical cerclage after pprom as it is contraindicated in this condition.
Cerclage is intended to be done to avoid preterm delivery and hence it is not wrong to be tried in your case, though it didn't work out quite right in your case.
Regarding survival of such preterm baby, that depends upon the availability of NICU facilities and condition of baby when he or she is born .
