Allergic reaction to minoxidil. Itching?

I am a male 28, i have tried using morrf 5 solution as prescribed by a dermatologist but after 1 months of using it i got rashes and itching on my forehead,neck,eyes and ears and swelling on ears and eyes. After I stopped it for 1 week the rashes are gone. Doubting the propylene glycol in it i switched to a foam version on dermatologist recommendation but still got mild rashes and itching on ears and eyes. Then a dermatologist prescribed me tm5 scalp lotion which doesn't have any alcohol ol propylene glycol in it. I have used it for 6 months without any side effects but no results as well. I am not able to make out if I am allergic to minoxidil  as if am allergic to minoxidil i should get rashes while using tm5 lotion. Will it be fine to try foam version again as the rashes are mild? Will my skin develop toleration to the foam version? Could you please suggest a better minoxidil which doesn't give any rashes and itching ?
