Pancoast tumours are usually aggressive cancer, mainly found in smokers and are SCC by type
After it’s confirmed by biopsy go for chemotherapy + Radiation therapy followed by surgery if feasible and if tumour not regressed completely by Chemo radiation

Go for biopsy to confirm that it’s a cancer
