White dry skin behind the ear

Asked for Male, 30 Years

I have been getting white dry skin behind both ears. It's slightly rough to touch. This has been going on for the past 3 months. I apply a moisturizer daily but the dry skin symptoms return, a few hours after application of the moisturizer.
