What Is This Condition? - Get Irritations In Penis Glan And

What is this condition?

Get irritations in penis glan and meatus looks red n swollen. Had visited urologist who said it's prostatitis. He gave me 20 days antibiotic treatment but symptoms reoccur after antibiotic stopped. Please see pics and can you tell if it is Urethritis? Do I need re treatment?
