I don't have cornea fully built in right eye.can I come under the category of persons with disability. If no ,then .if yes the how much percentage of disability

A person having less than 6/60 vision  in both eyes even with glasses. Then he/she comes under disabled category. One eyed person doesn't come under visually impaired category
