What doctor to talk for delayed puberty

Hi I'm 14 half going to turn 15 this October.....I don't seem like hitting puberty, though I have some armpit and pubic hair and a little voice change I guess but my penis has not grown plus no growth spurt,,,, all my friends are bigger and stronger than me and I feel very embarrassed,,so should I consult any doctor n what type of doctor to consult
