I can't see with my right eye it is completely blind and it looks like morning glory syndrome due to diabetes and it is tuning too , so are there a surgery that can fix the turning issue ?

though the squint surgery will bring it to centre and there will not be any problem in straight gaze but some time when you look towards sides then the non seeing eye may not move and may look squinting.
