  4. Tight ring after retraction behind head.

Tight ring after retraction behind head
I previously had phimosis but after doing stretching exercises i can retract it behind the head and all the way back....but when its erect and i retract it...a tight ring forms around which is a bit tight... Although its not that painful... I want it to completely losen it... Which steriod cream i can use?
