I cant retract my foreskin when i am erect. It hurts when trying to retract it.

Then you may require Circumcision surgery. Surgeons will remove the foreskin completely. Go to nearest General Surgeon/ Plastic Surgeon or Uroligist for this procedre. Its very small surgery.
