Actually it need whole history to reach at any conclusion like any history of trauma , Infection ,Liver Disease ,pregnancy and examination ,Ultrasound just help to reach at conclusion..
At present need painkiller ,and anti-inflammatory medication and if fever ,then antibiotics also .

Considering the history and usg report ,, superficially it suggests superficial venous thrombophlebitis but,
But other causes also should be ruled out before starting the treatment
Next Steps
1 give hot water compresses , especially over the abnormality skin
2 start applying THROMBOPHOB ointment, symptomatically it might give relief
