Testes and Penis Size problem

Hello I'm 22 years old I'm having a problem with my testes they are up and down When I started gym at the age of 17 from that time this problem started but I didn't toke this seriously and my penis Growth is stop I know it's awkward to till but it's true and My Urine burns while Pee and sprems do come in Small amount I really need to know what is the problem in me please help me

Testes position up and down is normal If testes is smaller , have to get evaluated. By examination. Whats the size of penis now? In idle and erect position? Burning pee may be due to urine infection
