Spot around the round perimeter of penis

I have 2 issues:(1) Since 3 days ago, I've been watching a circular small size(like half the size of a gram(chana)in circle)white(not exactly,i should say discolor)spot on my penis around the round perimeter.Today i noticed again,It seems that the skin at the spot is a burnt skin (jhalka, in hindi) but amazing thing is that when i checked it with my hand,I feel no pain,no itching,nothing.It feels like regular skin.But it appears like a jhalka.So kindly suggest me any good cream or ointment or anything that can help me in normalizing the spot. I am tensed because it never happened to me ever. I am Virgin too. For proper knowledge, I have sent you few pics of it (as suggested by other doctor). (2) This issue is with me since a long time as it's a common issue.I've got papule around the round perimeter of my genital. You can see in the pic i have attached here. Is this normal?I mean, it is there for many years and i got no issues with it. Please suggest me a good cream for both issues.
